Meet the Board
Simon Harman - Chair
With over 20 years’ experience in the financial services as well as serving in roles within the legal profession, Simon has lived experience of policing as he also served as a Senior Divisional Officer in Hampshire Constabulary as well as 9 years as a Centenier in St Helier. Simon’s roles have included acting as a Director and Senior Practitioner, overseeing multi-jurisdictional Risk and Legal functions with responsibility for Corporate Compliance and Corporate Governance. Simon is also a qualified Flying Instructor, Examiner and Commercial Pilot one of many hobbies that he thoroughly loves.
Simon describes himself as a very driven person who takes responsibilities very seriously. ‘I act with compassion and empathy, in order to ensure that I can fully understand the views and opinions of all key stakeholders, which may well differ to mine.
Speaking about his appointment, Simon said “I am delighted to be appointed as the new Chair of the Jersey Police Authority. I firmly believe we have a great opportunity to develop the role of the JPA and enhance the value which it adds to Policing as a whole.”
In his spare time, Simon enjoys a number of voluntary roles and has a passion for serving his community, doing whatever he can to help make a difference.
Annette Cullen
Annette is a highly experienced human resources and facilities management executive with experience providing services to finance and law entities. Having worked at both the strategic and operational level, Annette describes herself as having ‘a flair for strategic thinking and problem solving while also having an in-depth knowledge of operations, financial management and systems relevant to human resources. I am passionate about inspiring excellence within the organisational culture and devise mechanisms to drive personnel performance and satisfaction, including incentive schemes and professional development.
My achievements include having successfully managed culture change to include teamwork, mentoring and a ‘can do’ attitude. When asked about what interested Annette to apply for the role as a member of the Jersey Police Authority, Annette stated ‘I believe I have many of the qualities required for this responsible but rewarding opportunity.
I have the attributes that the Minister for Home Affairs would deem necessary in order to ensure that the States of Jersey Police maintain an efficient and effective force.
Nigel Smith
Nigel brings a broad range of relevant skills and experience to the JPA from a long commendable career in the military. Performing at senior levels throughout his 32 years of service, Nigel has extensive leadership skills enabling him to undertake complex strategic and operational tasks.
Since leaving the military in 2014, Nigel has successfully transformed his military experience into a more business-focussed approach by gaining a postgraduate diploma in management consultancy and has demonstrated this at board level here in Jersey in both business and charitable sectors.
When asked about his role as a member of the JPA, Nigel stated ‘I am an effective communicator with gravitas, ease and a considered, honest, selfless and diplomatic approach. I can demonstrate all the skills for this demanding and exciting opportunity as a Jersey Police Authority Member. I look forward to contributing to the responsibilities of the Board, and to being an advocate for the public of Jersey.
Robert Douglas
Robert Douglas was previously a Director of a leading Trust Company, where he was employed as a Trustee, a position he held for approximately 12 years.
Prior to that, Mr. Douglas worked in law, banking and finance in Jersey since 1988, including undertaking a 5-year period as a Greffier Substitute with the Royal Court.
Mr. Douglas is one of the founders of the Jersey Marathon and continues to serve as a Trustee.
When asked why he applied for the role as a member of the JPA, Rob stated that “Being a member of the JPA is a very responsible role. Authority can only function properly if it is accountable. Equally, oversight of the Police cannot be used as an opportunity to make political points or to settle grievances. Consequently, I think that my knowledge and experience make me a suitable candidate to become a member of the JPA Board.
Mr. Douglas is also a Panel Member of the Social Security Tribunal and the Income Support Medical Appeal Tribunal.
Natasha Egré
Ms Natasha Egré is Head of Client and Product Development for Change and Project Management firm Marbral Advisory, where she is an integral part of the senior management team.
As a qualified business professional with extensive experience in governance, strategic leadership, communications, and stakeholder engagement. Natasha has a strong aptitude for regulation, scrutiny, data analysis, and strategic decision-making. Having successfully developed business plans, overseen financial and operational performance, and cultivated robust relationships with a diverse range of stakeholders, Natasha brings a catalogue of leadership skills and experience, gained from chairing the Institute of Directors (IoD) Jersey Branch, which concluded in June 2024. Whilst serving in this post, Natasha assisted in enhancing membership diversity and collaborated closely with government, regulators, industry and the community to deliver impactful initiatives.
When asked about why she wanted to join the JPA, Natasha stated: “I am confident in my ability to contribute effectively to the Authority’s mission of ensuring the highest standards of policing in Jersey. The principles of integrity, transparency, and public accountability have been central to my career. As a champion of diversity and equality, I have consistently worked to promote inclusive practices, whether by launching mentorship schemes, fostering collaboration, or acting as an ambassador for organisational change. These values align closely with the JPA’s focus on community engagement, best practices, and continuous improvement in policing standards, and I look forward to contributing to these objectives.”

Deputy Rob Ward
Deputy Rob Ward has represented the constituency of St. Helier Central since 2022 and previously served as Deputy for St. Helier No. 2 from 2018 to 2022. A dedicated member of Reform Jersey, he has been a strong advocate for education, social justice, and community engagement throughout his political career.
In February 2024, Deputy Ward was appointed as the Minister for Education and Lifelong Learning, a role in which he continues to champion inclusive and accessible education for all Islanders. His commitment to public service is further demonstrated by his active participation in various committees, including his current position as Chair of the Commonwealth Parliamentary Association (Jersey Branch) Executive Committee.
Before entering politics, Deputy Ward dedicated 25 years to teaching science and psychology. His passion for education extended beyond the classroom, as he served as President of the Jersey branch of the National Education Union.
Deputy Ward’s extensive education experience and unwavering commitment to community service make him a valuable addition to the Jersey Police Authority. We look forward to his contributions to promoting transparency, accountability, and public trust in policing.
Deputy Helen Miles
Helen is no stranger to the policing family, having previously worked alongside many officers and staff in various roles within the criminal justice system. Her career has spanned over 30 years in Jersey’s public service, including time as Director of Criminal Justice for the States of Jersey Police and as a Policy Director in the Government of Jersey. She also held earlier posts in Customs and Immigration and the Probation and After Care Service.
Helen holds a PhD in Criminal Justice, with research focused on Jersey’s unique Honorary Police and Parish Hall Enquiry system. She remains active in academic circles as a Visiting Lecturer in Criminology at University College Jersey and as an Honorary Research Fellow at Swansea University.
Elected as Deputy for St. Brelade in 2022, Helen has previously served as Minister for Home Affairs. She now chairs the Corporate Services Scrutiny Panel and is a member of the Children, Education and Home Affairs Scrutiny Panel.
Helen’s appointment to the Authority in 2025 reflects her long-standing commitment to accountability, evidence-based practice, and public trust in policing.
